The Paralegal Advisory Services program (PAS) has played a critical role in facilitating the delivery of timely justice in the formal and informal justice system. PAS interventions appear at the entry point to the end of the justice system to ensure that vulnerable Ugandans have quick access to justice. The daily presence of paralegals and constant follow ups made give hope to these beneficiaries of PAS services and kept Justice Actors in check with justice performance standards. Due to the services rendered by the paralegals, Mr. Mutahi Ngunyi in an evaluation of the program described PAS as ‘the human face in the administration of justice’ in such a complicated and bureaucratic justice system given the methodology of intervention to suspects at police, inmates in prison, court users and the general public. This means that the program enlightens the above groups on processes and procedure in the justice system, in a lay man’s language which enables them to express claims for their rights as individuals and as groups right to the village level.

Moreover, paralegals have extended this service to hard-to-reach areas and created a class of empowered beneficiaries who can defend their own right and promote those of their neighbors. In the formal system, inmates can now self-represent with the basic legal knowledge received hence making the much feared process lighter than it should have been without such knowledge; community members can now report cases without the help of paralegals including reporting cases on behalf of other community members both at police and at the Local Councils (LC’s). At village level mediation is the first of the first interventions considered as part of the effort to prevent more backlog in the formal justice system. The list of ambassadors for the program is endless.

THE CHALLENGE AHEAD

Despite the effort to educate suspects, inmates, court users, communities and the general public on the due processes, majority of them need constant legal empowerment due to the changing trends in the justice sector, hence the need to scale up sensitization efforts. Providing legal empowerment in rural communities where justice problems begin contributes greatly to awareness and empowered communities.
